About BCW&SA
Empowering Excellence in Water and Sewer Management
The Berks County Water & Sewer Association (BCW&SA) is a nonprofit organization dedicated to advancing the water and wastewater profession through training, technical collaboration, and environmental stewardship. Operating as a core component of CELG, BCW&SA serves municipalities, operators, and industry professionals across Berks County — helping protect the drinking water of more than 260,000 residents.
Established in 2013, BCW&SA was formed by municipal leaders, water and sewer service providers, and regional partners. Today, BCW&SA is the county’s association for superintendents, operators, engineers, vendors, and municipal officials working in water and wastewater — and a trusted voice for the profession throughout the region.

Professional Education & Training
BCW&SA delivers workshops, technical programs, and an annual conference focused on operations, regulatory changes, capital planning, labor issues, and emerging industry trends. Many programs provide continuing education credits for operators and engineers.
Regulatory Awareness & Industry Updates
Members receive updates on state and federal regulations, including Pennsylvania Department of Environmental Protection requirements, helping systems remain compliant and informed.
Networking & Professional Collaboration
Quarterly business meetings, committee activities, and regional events create opportunities for members to share solutions, coordinate initiatives, and build lasting professional relationships.
Facility Tours & Hands-On Learning
Site visits and facility tours provide real-world exposure to water and wastewater operations, equipment, and treatment processes across the region.
Source Water Protection & Environmental Stewardship
Through partnerships with regional agencies and the Berks County Source Water Collaborative, BCW&SA supports initiatives focused on protecting drinking water sources, addressing environmental risks, and promoting sustainable water management practices.

Source Water Protection
Protecting What Matters Most
Clean water starts long before it reaches the tap. BCW&SA plays a central role in regional source water protection efforts that safeguard drinking water supplies for more than 260,000 Berks County residents — and we’re proud to be home to Pennsylvania’s only countywide source water protection plan.
Working alongside the Berks County Conservation District, Planning Commission, Penn State Extension, and environmental agencies, the Berks County Source Water Collaborative focuses on identifying and addressing water quality threats — including nutrient runoff, pathogens, pharmaceuticals, and changing water flow patterns.
Protecting our water supply isn’t just an environmental issue — it’s a community issue. BCW&SA is committed to leading that effort for generations to come.
