Our Cooperative Network
Stronger Together Across Berks County
One of CELG’s most important roles is building the connections and structures that allow municipalities to collaborate, share resources, and solve problems together. CELG hosts, supports, and leads a family of affiliated organizations — each one a reflection of our commitment to a stronger, more connected Berks County.
Featured Initiative
Berks County Cooperative Purchasing Council
The BCCPC is one of CELG’s most tangible, dollar-saving programs for municipalities. By pooling the purchasing power of member municipalities and authorities, BCCPC helps communities across Berks County — and beyond — get better pricing on materials, equipment, supplies, services, and construction. Every member saves. Every dollar goes further.
BCCPC is organized under Pennsylvania law, providing a legally sound and transparent framework for joint procurement. Membership is open to any qualifying public entity.

Our Network of Community Resources
Beyond the BCCPC, CELG is home to a full family of affiliated organizations serving the diverse needs of Berks County’s municipalities, professionals, and public servants.
Berks Municipal Partnership
A standing committee of CELG with 24 elected representatives from Berks County’s five regions — the largest standing committee in CELG. Fosters dialogue between municipalities and county government, and sponsors two regional breakfasts annually.
Berks County Secretaries Association
A professional community for municipal secretaries across Berks County. Meets bi-monthly for professional development and training. Every municipality in Pennsylvania has a municipal secretary — this is their organization.
Berks County Boroughs Association (BCBA)
Meets bi-monthly to address topics and training of mutual concern for borough officials — a collegial forum for the officials responsible for running some of Berks County’s most distinctive and historic communities.
Berks County Managers Association (BCMA)
Monthly luncheons for Berks County’s municipal managers to share information, compare notes, and provide direct input on CELG’s programming — ensuring our education stays grounded in the real-world needs of the professionals running our municipalities.
Smart Growth Alliance of Berks County
CELG’s 20+ year partner for the Master Planner and Advanced Master Planner Certificate programs. The Alliance collaborates on identifying advanced coursework topics and presents the annual Smart Growth Alliance Award at the CELG Open House.
Governor Mifflin Area Coordinating Council
Established by CELG to foster ongoing communication among five municipalities — three boroughs and two townships — and the Governor Mifflin school district on issues of common interest.
County of Berks — Berks County Planning Commission
CELG maintains a collaborative relationship with the Berks County Planning Commission, supporting regional planning and cooperative governance across the county.
